Planning Council Accomplishments

The Planning Council engaged in a diverse array of planning, research, evaluation, technical assistance, training, program development, policy analysis, and program design activities.

Community Planning

  • Childcare Assisted the Milwaukee County Human Services Department to establish childcare payment rates and develop quality initiatives among childcare providers.
  • Childcare Advisory Committee Childcare Advisory Committee
  • Early Childhood Council of Milwaukee Assisted in the initiation of the Early Childhood Council and facilitated the first full year of its operation.
  • Foster Care Completed a descriptive study of Out of Home Placement Services in Milwaukee County.
  • Homelessness Assisted Health Care for the Homeless in developing and implementing a process to review proposals for funding.
  • Mental Health Assisted Milwaukee County Behavioral Health Division in securing a grant to establish a jail diversion program for persons with mental illness.
  • Social Service Information and Referral Assisted the Milwaukee County Stakeholders Council in preparing the implementation of a local 211 health and human services telephone information and referral service.
  • Young Children Produced the annual report of Start Smart Milwaukee! regarding the health status and school readiness of Milwaukee's young children.

Program Evaluation and Performance Documentation

  • Child Abuse Prevention Assisted the Child Abuse Prevention Network in documenting and reporting targeted results of Network efforts to strengthen families and prevent child abuse.
  • Children's Court Services Assisted Milwaukee County's personnel in identifying program outcomes and creating a data collection system.
  • Substance Abuse Prevention Assisted the Housing Authority of the City of Milwaukee to design and implement a system of results reporting for their substance abuse prevention programs.
  • Substance Abuse Treatment Completed a three year federally funded evaluation of Meta House's day treatment program for substance abusing women involved in W2 and child welfare. Meta House: http://metahouse.org/
  • Public Housing Completed a three year evaluation to assess the impact of the upgrade in Parklawn's physical structure and social services on the quality of life of its residents.
  • Childcare Initiated a system to document, report, and evaluate the results of Milwaukee's multiple childcare quality improvement initiatives.
  • Tobacco Prevention for Youth of Color Assisted the Milwaukee Urban Partnership in documenting and evaluating the results of Thomas T Melvin funded programming.

Research Surveys and Needs Assessments

  • Elderly / Aging Determined the service needs of a growing aging population of developmentally disabled persons many of whom are currently receiving no services from the traditional system.
  • General Assistance-Medical Program (GA-MP) Developed a series of reports for Milwaukee County analyzing the population served and services rendered by the General Assistance-Medical Program in 1996.
  • Milwaukee Youth Survey Surveyed 20,000 Milwaukee Public School youth about their attitudes, values, and behavior.
  • Child Care for Children with Special Needs Funded by 4C (Community Coordinated Child Care). Designed to answer basic questions about the capacity of child care providers to work with children who have special needs. A description of the set of children who have special needs and are currently in child care will be developed. Resources that may assist child care providers in caring for children with special needs will be identified. Definitions related to children with special needs and inclusive child care will be examined.
  • Para transit Study Determined the current status of para transit services in Milwaukee County and developed a set of recommendations to improve how those services are delivered to the frail elderly and disabled residents of the County.
