Planning Council History

The Planning Council for Health & Human Services, Inc. (the PC), originally known as the Mental Health Planning Committee, was established as a result of joint action in 1965 by United Community Services of Greater Milwaukee (now known as the United Way of Greater Milwaukee) and the Milwaukee County Board of Public Welfare. The original purpose of the organization was to conduct studies that would lead to better coordination between the County and United Way in funding mental health and developmental disability services.

The Mental Health Planning Committee was incorporated as a private, non profit corporation in 1974 as the Mental Health Planning Council (MHPC). During that same year, MHPC was formally designated as the planning agency for Milwaukee County to develop, under contract to the Combined Community Services Board (CCSB), the annual plan for mental health, alcoholism, drug abuse, and developmental disabilities mandated under Wisconsin Statutes 51.42 and 51.437.

In 1980, MHPC was designated as the Citizen Participation Council for Title XX Social Services Planning in Milwaukee County. As a result, the agency revised its Articles of Incorporation and changed its name to the Planning Council for Mental Health and Social Services, Inc.

In 1987, the Planning Council merged with the Southeastern Wisconsin Health Systems Agency (SEWHSA), which resulted in more revisions to the Articles of Incorporation and another name change to Planning Council for Health & Human Services, Inc. The merger expanded the PC's geographic service area beyond Milwaukee County to the seven county area of southeastern Wisconsin and added the health component as an additional area of responsibility.
